it is far easier to write a buggy progam than a bug-free one(ofcourse)

Now what prevents me to ask one of my friend to write some program that surely wouldn't work and submit it quite late? and then i know which submission to challange, some good and easy points!

I would say that if you had to depend on a "friend" submitting
poor code for you to challenge just to get points, you
probably would not last too long in the competition. In addition,
in a real competition, what is going to guarantee that you and
your "friend" end up in the same room?

You could bribe someone in your round to do poorly ;)

I would like to propose a second possibility of foul play. I ask
this question because of something that happened during the beta
test on 4/3. What is to prevent someone from quickly writing an
infinite loop and submitting it for considerable points? How do the
challenge and system tests account for this?

Infinite loops cause the tester to crash after a set amount of time. If the tester crashes, the code is considered flawed and will result in a successful challenge

Keeg Repus was in my room, his 1000 point problem (postfix/infix) did absolutely nothing but it had an infinite loop. He was able to submit it and gain points. No one was able to challenge, when you did the server replied with a timeout error. The code was clearly bogus, the topcoder system is flawed in this sense.

forgot to check for nulls in that problem. our bad. consider it fixed.
